I had bad lag when I played it on Dx9, it only ran smooth on Dx11 and I don't think I even had a Dx11 compatible card.
The only decent explanation I could find online was that Dx11 was better optimised than Dx9 and that the devs were probably lazy. It was playable on Dx11 with incompatible cards but you just played without Dx11 features.
In short, I recommend you run it on Dx11....

My game kept freezing a lot, but turning ambient occlusion completely off and lowering some other effects i can't remember right now helped.

I remembered lag was quite consistent, but can't remember if it got that bad.

THIS WORKED!
Well... it has so far and I've managed two hours straight without any lag of any sort and the loading times have been far faster too.
Thank you VERY much Iain!
Iain: You could also try putting the Saints Row 3 exe file into the DEP setting.
To do this go to Control Panel > System > Advanced System Settings (Top Left, bottom of list)
Next Window should show advanced tab
Click settings beside the performance then next window click Data Execution Prevention tab.
Click turn on DEP for all programs above the window, then at the bottom browse to the Saints Row exe file (There will be 2) one for DX9 and one for DX11, add them both and then click Apply.

Keep the DEP settings in mind when other stuff won't work. Tomb Raider Anniversary and also Legend require them adding to make the Steam versions run, theres also a few of the GOG games that I have had to do it with (Darkstar One, Divine Divinity to make it play the movies and a few others)

Of course, the only downside to this is I'll be losing daylight for the next week!
