grimwerk: When I last heard this riddle, you could not count on a constant burn rate for the ropes. You know that rope A burns for an hour, but if you were to cut it in half, one length might burn for 25 mins, and the other for 35 mins, for example.
worlddan: The answer makes an assumption that is not stated which is that the person is able to feel the warmth of the bulbs but this may not be the case. For example, the person might be wearing thick gloves or the person might be disabled and have hooks for hands...over disabled and in a wheelchair and not able to reach the bulbs to feel them.
So it's not actually a riddle but a game of guess the unstated assumptions.

if you add a "you can feel warm with your hands" rule it becomes a bit too easy... don't you think? :P
JMich: Yes. Set both ropes on fire, one on both ends. Once the dual one is burned, light the other end of the other rope.
