I am a little bit surprised that this absolutely redundant version of Street Fighter Alpha 2 made it to GoG.com but not even one part of the Resident Evil series.

Are there any words or info why these games still are not distributed through GoG or Steam or what's the problem?

I think Street Fighter 2 is owned by the american branch of Capcom, while the Resident Evil series are owned by the japanese branch, or whatever it's called.
No one here knows and GOG won't tell. Most likely the games are being held up by the rights holder in some way, or GOG already has the rights and they are being held up by compatibility work. Either way, if they are ever to come here, we won't know until GOG releases them. They sometimes tease things (like the 24 hour tease of SS2), but they almost never directly come out and say "Game X will be here on Tuesday".
It won't be here.

Unlike other games which have rights issues, the people in charge of Capcom Japan simply do not give a damn about digital games.

Unless Capcom Japan finally allow people in Japan to buy their games on PC; these will never be on GOG. FYI, Resident Evil (Biohazard) is not available from any digital download store in Japan.
Resident Evil 2 on PC had this weird file system (FAT32 I think) which meant that on modern hard-drives it was impossible to save your game, not sure if it ever got fixed/solved.
This thread gave me a mental image of Japanese Corporate types being surrounded by Consoles and waiting for the PC apocalypse.

I often wonder what is Japan lack of interest in the PC market, is there more piracy in Japan than the west?
I'm just wondering who owns the Devil May Cry series. I assume it's Capcom of Japan and not Capcom of US, right?

Either way I've kind of given up almost entirely on certain Japanese companies getting their games on here.

Asian markets (not Japan in particular) are typically rife with piracy. Which is one of the contentions of Western anti-piracy efforts. As most western markets have comparably little in the ways of piracy (compared to Asia).

The majority of (reported) piracy here is entirely console based.

As others have pointed out, Capcom Japan's attitude is the problem here - bugs or compatibility problems can be fixed.
