I opened a discussion about this on my site, and I'd like your input too as this is my current main concern in life. I love cyberpunk, I love RPGs, but there's a problem with both. THEY DON'T RELEASE GREAT CYBERPUNK ROLEPLAYING VIDEOGAMES.
I'm not talking of GOG. There simply aren't many cyberpunk RPGs released for any system, and practically none worth playing. I know three: Deus Ex, Deus Ex: invisible war and Shadowrun (the Genesis one). Roleplaying is the home land of medieval fantasy only.
Can anyone PLEASE share other REALLY GREAT cyberpunk games, particularly RPGs?
Note for those who don't like Deus Ex invisible war: please spare me of your remarks on this game... you're the same people who didn't like Fallout 3 because it wasn't isometric anymore. By the way, whoever didn't like Fallout 3, you too spare me now that I picked on you hehehe...
(By the way I hear Omikron is an above the average cross-genre cyberpunk game, but it won't run on my machine, and I'd rather play a real RPG...)

But I remember a game called Harbinger that got pretty good reviews. I think it was sort of cyberpunk.

Invisible War was vastly underrated.
Try Neuromancer. It's old (DOS), difficult but good. Also: BloodNet, Paradise: Cracked (this one more of a strategy, though), AI Wars: The Awakening,

Or even better, try the Amiga version, if you can get your hands on it. It's not really an RPG though, it's an adventure game. But still very good.

Virtually no CRPGs in this genre, as you said. Mobygames lists these, some of which I've played and recommend, the others I've heard good things about:
A Mind Forever Voyaging
Bioforge
I Have No Mouth And I Must Scream
Portal (the old, non-Valve one, maybe not really cyberpunk, but great)
Messiah
Obsidian (obscure but awesome Mystlike)
naturally System Shock and Syndicate
Bethesdas' Terminator FPS games
..and possibly Ubik, though I haven't played that one.

"I Have No Mouth And I Must Scream" is excellent, although more dystopian than cyberpunk. and be sure to get the voiced version, for AM's monologues (voiced by Harlan Ellison himself!) are the best part of the game.
Have System Shock 1 & 2 gone unmentioned simply because they're too obvious?

No, actually I love Fallout 3. Probably more than the prequels actually. I disliked IW because of what it was, not because of what it wasn't.
Anyway, I can recommend the SNES version of Shadowrun also. It was one of my favourites on the system and it's not like it didn't have stiff competition. It's a completely different game than the Genesis version.
This wiki page may have some info, not much in the way of RPG's listed though.

Harbinger, although more about violence, but still it is an RPG.
Also, similar to Harbinger, the old Syndicate series (remotely RPGs) and Restricted Area.
SNES version of Shadowrun is excellent. The 360/PC version is a terrible cash in on the franchise.
Also there was an old Amiga game called Corporation by Core Design I think.

And of course the fantastic CD32 sequel Liberation. Not sure if they would qualify as cyberbunk though, can't remember.

Liberation was the sequel to Captive. Corporation never got a sequel AFAIK.
Bioforge isn't really cyberpunk or an RPG... but it rocks.
System Shock 1&2 are of course awesome. (as are Terminator Future Shock & Skynet - but they are FPS games).
haven't played it, and it might be more sci-fi than cyberpunk, but i heard good things about Anachronox.
There are loads of cyberpunk ADVENTURE games, but RPGs.. no so much.
(bladerunner, bloodnet, bureau13, chaos overlords (strategy), etc... )
