...are they region restricted? I mean, I redeemed the code in nvidia's home site so I could get the steam key for the game. While redeeming, it asked my location and such, so I gave it.

Is the steam key now locked to Finland/Europe/whateverland or was the query just a general info collecting thing?

I do now have the unredeemed steam key for Arkham Origins, which I planned to give away (I have no intention to play it).

Unless these promo keys are like the keys in the bundles, then I can't really give it way. It will just wither away in my mail.

But anyway, is it now locked or something?
I don't think so...

and, well, I can check it for you, if you need it... ;p

Is there a way to check? I'd really hate to be back in the same spot I was with Jagged Alliance code, as it apparently was restricted...

(Jagged Alliance was a retail code, btw)

Only way I know of to check is to use and try to redeem the key. Pretty sure the nvidia keys are not restricted though even if you put a home country.

Just redeeming it...
and there will be 2 outputs: or it will be redeemed, or it will say that its region locked.
I just checked in the SteamDB and there's nothing yet registered about this game, but checking the other Batman games, it seems none of those were region restricted.

Personally, I don't think that the site asking you your region was to lock/give you a locked region key, but there's always the possibility. But as Stooner said, more than one lucky person would be happy to test it... (me included :P)
I remember that I had the same situation with a Arkham City key from Nividia. I put my real location (Romania) it gave me the key and I gave it to a friend in Sweden and he had no problems redeeming it. Of course I am sure that you can find a lot of persons wiling to test it :))
Retail that happens a lot sooner, with a video card I imagine it's more important what game it is.
