im a bit confused now how the prices in different countys are made

i opened the site with my normal Chrome browser and then with the tor browser with some random ip
and get different prices for the age of wonder deluxe pack

That's because TOR can use the IP of other countries and some of the games on GOG have prices that differ depending on your location.
First, the sale page is sometimes a bit buggy, so go to the checkout page to see the real price you will be paying :-)
And also Age of Wonders 3 is one of the regionally priced games, for a complete list of regionally priced games see here:

It's regional pricing. $19.29 is the price for most European countries while $15.29 should be the US price. No idea why one of your two browsers assumes that you are in Europe.

Nothing is guaranteed and it is discouraged by GOG. Proceed at your own risk.

It would be a better solution if you know someone in another country. In Russia for example its only $ 4.99 for this game. On the other hand is this worth an account bann? ^^

Maybe it's not cool, but I think GOG cannot do anything if you try - technically, you could travel to a different country physically, log into your GOG account and buy the game for a cheaper price. Just make sure you find a place with secure Internet connection (public hotspot is a bad idea).
