Does anyone tell me if this controller can be used for PC games such as Pro Evolution Soccer

Yes, I use it. But you will need another device because it can't be plugged directly into PC. I use Super Joy Box 10.
If you would like something a bit lighter, PlayStation controllers are great. PS2 Dualshock 2 is great for football games. Here you would need Super Joy Box 5 Pro or something to connect.

Or you can go with XBOX controller for Windows or even better, official X360 controller (with official receiver).
really better just going with the xbox controller as most games support this as standard.

You mean this controller is not for windows, but Microsoft has another version XBOX controller for windows? Thank you, I will think about and make a decision.

Link to an xbox windows controller (any wired xbox controller will work)
(ref link included)

Or use the wireless controller and receiver combo:

(note that this version of the wireless controller comes with the hub, so you do not have to buy it separately).

I would recommend buying only Microsoft products or the controllers and hubs.

I would recommend buying generic batteries if they are cheaper. They seemed to work better for me and were way cheaper. What I'm seeing is that the prices are all over the board, though, and MS actually has them fairly competitively priced.

The Microsoft ones are 2 for $20:

Every PC game for 7 years or so now has been designed with the Xbox controller in mind. Plug and play, solid construction, easy compatibility. Just get that, it's literally crazy to get anything else.
You don't have to get an Xbox controller.

For much less you can get the Logitech F510. It is recognised by all games as being an Xbox controller right out of the box, with no configuration. Just plug and play.

P.S. Pro Evolution Soccer doesn't have any rumble feedback.
X-box 360 controller. There is no other option, imho.

There are, but getting them to work on Windowz is a mission, and only sort of work (I'm told)
Tried many of them, found that xbox controller is the best. Both wired and wireless. Don't take anything else, they're the best.
You can take both xbox and windows controllers, windows has drivers for both.

This.

I bought an F510 to replace my aging Saitek 360 controller and it was the best investment I ever made in a PC joypad. There's a toggle switch on the back that enables you to switch between XInput and DirectInput mode.

XInput is basically what recent Pro Evo games supports, the XBox 360 gamepad standard. It works fine as long as the game itself supports 360 gamepads.

DirectInput is the older standard and you will need it for older games and recent games that don't support XInput for whatever reason. It allows you to use the shoulder triggers as buttons instead of as a joystick axis (essential for some games like GTA 3/Vice City/San Andreas), provides force feedback in DirectInput games and allows you to use the mode button on the front to switch the D-pad and left stick around instead of having to go into the control panel each time.

The official Microsoft 360 gamepad has a great form factor in its own right, but it falls down badly with many older games.

When push comes to shove with old digital games that don't have x-input support, you can always download joy2key or xpadder and map the keyboard controls to the xbox buttons

I never knew MS started offering wireless controllers with USB transceivers again, can you personally vouch for these? I've heard many complaints about the original receivers burning out even when powered correctly.

I really, really want a reliable receiver so I can use a special edition xbox controller and it's proper d-pad on my PC.

There's no reason to though. The 360 controller does support DirectInput, and all this would fix is the issue with the triggers, and there are often problems with compatbility, such as games recognising joypad inputs as both an axis input AND a keyboard input.

And it still doesn't address the issue of DInput force feedback or switching axis on the fly.

I've bought a wireless xbox360 controller for windows combo (pad & usb receiver) 2 years ago and has yet to have any problem with it. And I use it regularly.
