I have to pay my eBay fee of a whopping $2.16 for this month and its due in a few days but i don't have any money in my bank account or my PayPal account and wont be able to pay them in time. What will happen?

They will take everything you own and put it up for auction on eBay. :-)
Most likely they'll send out a reminder asking you to pay them. Chances are also good that such problems may be covered in their help files. And if you haven't tried yet, at least contact their support and ask them.
I once didn't pay the bill for months because my credit card had been stolen and they never did anything about it so unless they changed the way it works, you're good to go.
Small side story: I once had a non-payer when I was selling something expensive who kept delaying to pay. He claimed he had a car accident, etc. etc. but back then, you only had 4 weeks, I believe, to file a complaint. I had to choose between filing the complaint in time and possibly pestering a guy who had just been hit by a car, or I could trust him and risk him trying to screw me over and giving me a bullshit story. Despite believing it was the latter, I didn't want to run the risk of it being the former, so I gave him another week which means I could no longer file a complaint. When eBay then got on my case to pay the bill, I tried telling them I had never received payment for it. Yes, these days, you pay first but back then, it was a custom for sellers under 50 rep to mail out the item if the buyer had over 100 rep. eBay weren't too happy but in the end, they dropped the bill and closed the other guy's account when it became obvious from a a string of complaints that he was making excuses.
Thanks for the answers. I'll just leave it and next time i use eBay ill pay it. I was worried they'd cut of my PayPal or worse.

What is possible, is that they'll freeze some funds in your paypal account but since you have no money to pay, I take it you have no funds in there anyway? But in my case, my credit card was stolen so Paypal was useless to me at the time anyway. They didn't close it down or freeze it but when I attached a new credit card, I paid immediately.

I think i have like 40c in my paypal account and its attached to my bank account which is empty.
Shame about the non payer. In my experience if people are making excuses about why they cant pay for something or why they havn't delivered something there probably lying.
