Activision and Blizzard are pretty much separate entities under their parent/joined company ActivisionBlizzard - neither has too much say over the other as far as I know.
Of course, "as far as I know" may very well mean "I'm completely wrong".

Sega seem to be open to exploring their back cataloge however they have skipped the Saturn (and Sega CD and 32x) which has disappointed a lot of fans. The Dreamcast collection is nice but it's hardly the best the system had to offer especially as Soul Calibur has been available on PSN/Xbox Live for over a year.

Actually this is quite right. Neither is owned by the other, they have a pooled stock and a parent Activision-Blizzard title, but they are otherwise totally separate companies.

Bobby Kotick is CEO of Activision-Blizzard, AFAIK. In other words, the CEO of Activision pre-merger is now the CEO of the combined company. I'd say that Zeewolf's statement is close enough.
On topic: Blizzard is a bit of a no-hoper, since they already sell Diablo 2, Starcraft and Warcraft 3 and seem satisfied with that. Sega, outside of the Total War games and the Mega Drive Classics (the latter of which are already DRM free regardless of where you buy them), doesn't have much in the way of old PC games. Bethesda kind of goes without saying, but their old PC game list basically boils down to The Elder Scrolls. THQ, on the other hand will probably be a good pick, as Relic's games and Sup Com are sliding into the "old PC games" category. I'm pretty sure they've lost the rights to STALKER, however.

THQ also has Zanzarah: The Hidden Portal, a vastly underrated game that I'd love to finally pay for, a shame the expansion was scrapped. Not that this one game makes it any more likely as a contender for the top publishers.

Delixe: Baku Baku Animal, Bug!, Bug Too!, Crazy Taxi, Crazy Taxi 3, Condemned: Crimnal Origins, Daytona USA: CCE, Daytona USA Deluxe, Enemy Zero, Last Bronx, Manx TT SuperBike, Outrun 2006, Panzer Dragoon, Sega GT, Sega Rally, Sega Rally 2, Sega Rally Revo, Sega Touring Car Championship, Sega Worldwide Soccer, Sky Target, Sonic CD, Sonic Heroes, Sonic Riders, Space Siege, Taito Legends, The Club, The House of the Dead 1, 2 & 3, The Typing of the Dead, Virtua Fighter, Virtua Fighter 2, Virtua Cop 1 & 2, Virtual On, Worms 3D. I excluded MMO's like Phantasy Star Online and the Total War/Football Manager games. Still a sizeable list of PC games. Mostly ports but being a port doesn't mean it's a bad game.
