In response to American ISP's becoming the RIAA/MPAA's attack dog as well as a new bill floating through Congress

I am looking into getting an offshore proxy. Does gog have any issue with me ordering products (with the understandable exception of Witcher 2) behind one? Or has anyone have any problems ordering behind one? I know Steam is a big no-no, so I want to check if gog has similar issues. Even if I doubt it, I prefer to double check just to be safe.
Also, does anyone have any recommendations for proxies? Preferably one that isn't likely to bend over to my (rogue) government and does minimum logging :/
