Basically you've to check this page and vote for the games you want, then cross fingers and hope publishers are going to say "yes" .

This actually reminds me that with THQ now broken up and the Warhammer license now longer exclusive, the chances of getting the older games released here are greater than anytime in the past.

just don't get your hopes up too much. It's still up to the publishers but if they see big numbers in those votes it could tell that that there's money to be made by releasing it.
basically GoG has to approach the people who hold the intelectual property of the game in question, GoG and the rights owners then negotiate a contract that allows GoG to sell a certain title at an agree'd price, the cost of the game is then split between GoG and royalties to the people who hold the IP.

In some cases it is a simple issue, in others the rights are split between dozens of people wwho just wont all agree, and then thre are the others that the IP is owned by someone who has no interest in re-releasing the games.

As well as adding your count to the wish list, you can also do what I and many others here do and write an e-mail to the rights owners / publishers of games you want to see here.
I have already written to Games Workshop over their Dawn of War series to point out how I would like to own the entire series, just this time without DRM.
I cannot say that it will affect them in any way, but I always hope it might bring something to their attention when they get someone asking to actually buy their products.
