Come again? What should the POLICE do? Take the 2-year old toddler to jail? Put her down like a raving dog?
I don't know how it is in Finland, but in Germany technically the work of the police is
prevention not prosecution (prosectuion is the job of the DA and the police is only "helping"). So you should call them whenever something like this is happening, as they can do a lot more than just "throw people in jail". In Germany the policas literally can do anything, as long as it is justified.
I know it looks the other way in their day to day dealings, but that is how it is in theory.
