By the look of the 5 minutes of googling on the Sang-O class mini-submarine (it's a third of the length of the soviet Victor class cruise missile sub), its a minelayer or a torpedo boat and unless they've been playing Red Alert a bit too much, they're unlikely to have nuclear torpedoes. Chances are that it's an infiltration team, apparently the class has been used in that capacity before.

What are they going to do, test it on animals? That would be CRUEL!

If you have nukes and other wmd don't you put money and resources into developing a method of delivery?

making the sub a bit bigger to have ability to shot short range rockets is probably easier.

I wouldn't put it past North Korea to develop torpedoes with nuclear warheads. They are far cheaper to make than ICBM's, they would be devastating against coastal ports and they have the dubious benefit of potentially causing a Tsunami which would cause even more devastation. The only reason no-one else uses them is the potential for colateral damage but I don't think Kim would be too fussed about that.

You'd love Tom Clancy. Some of those electric subs out of China are also supposedly quieter than US fast-attacks at least. Not sure how they'd compare against an Ohio.

I like how they're essentially yelling at each other across the DMZ though, loudspeakers and all.

The issue is more getting a nuclear warhead of sufficient size. We have no real knowledge of their capabilities, but given they have only tested recently, I would say their bombs are currently far too large to be considering such a small delivery system.
This is why they develop large rockets. If they could make small warheads I would expect them to use an artillery based system instead (as I expect they have developed for their chemical weapons systems).
On a slightly different note, given they apparently killed 46 sailors, should their football team be excluded from the World Cup? Or should we keep sport and politics very separate?
