He's got a pretty strict code, albeit incredibly twisted, that compels him to kill people. When he uses that coin toss to decide whether or not to kill the person at the end of the movie he's not looking to kill her because it benefits him in any way, but because he feels his code compels him to do so. The coin toss actually only comes in because she's asking him to show mercy, and it seems some part of him wants to, but because of his code the coin toss is "the best I can do."
