Some information how how "used" games will work with this system is coming out.

Companies that partner with Microsoft will be able to take in discs and have the key be deactivated off the account. This is why the system checks in once a day to see if you have traded in any games to remove being able to play them. Then the company can resell the game with Microsoft and the game publisher getting a cut. A used game will be set at £35 with new ones at £40. I'd assume the US equivalent will still be $55 and $60 like how Gamestop is now.

So companies like Gamestop will be able to continue operating where as private sells will be blocked or have to jump through hoops to get a game moved. Since MS and others will be getting a cut of the sale, trade in values will go even lower.

But there actually IS a fee:

It's like MS took the worst aspects of Apple's exclusivity demands and Nintendo's family entertainment angle, threw in crappy DRM and killed used sales. Oh, and let's not forget their console continues to innovate at a glacial pace. Just what the games industry needs, to be even further behind the rest of the tech market. Well I'm impressed, really.

Actually your article states 'apparently'.
The whole situation is not sure yet, however I agree it's the first time the second-hand market is sooo threatened.

Edit : from what I read recently on kotaku, you would have to pay a fee for installing the game on your hard drive from a 'used' CDVbluD+-H (and be able to play w/o disc). But if you want to play without installing the whole shebang (possibility to be confirmed) , µSoft didn't say if there was anything to pay.

But didn't they already say that all games must be installed to the hard drive?
Yet another article
According to that article used games could get a $52 fee to activate. if thats the used game "fee" what will new games cost I wonder. This $52 dollar fee also seems to not include any fees retailers would require for used games. Thats a scary amount for a game used.
Well, it was obvious from the start that this money won't go to charity, that way they'll make a buck on every legally bought copy.
Except there isnt the articles are all based off a single online stores article and even that says there are no additional fees for the user!

Edit to add
Even your article has now backed down from claiming there's a fee... So would you like to admit you were wrong?

But there is a fee paid by the store which will OBVIOUSLY impact the price for the end-user. In the end, the end user will be the one who will pay the "second-hand fee". Microsoft will be able to completely control the second-hand market because they're the ones setting the fee to transfer a game from one account to the other. Read the article carefully. Don't let your fanboyism blind you.

As far as I can see, they're saying the base price will be raised so that there will only be one payment transaction. That's not removing the fee, that's hiding it.

You do realise this is just about the only way they could shut the Damn publishers moaning about used sales while still letting users trade in games. If the rumours of the steam box adding the same system to steam is true it's set to become the market standard...

This is still all so confusing. Apparently MS is intentionally leaking different kinds of alternative approaches, and carefully checking what kind of reaction they produce on internet and media.

I'm not sure why my realization or lack thereof is relevant :p

That's one of the rumours going around yeah. I wouldn't be supported if it's true and both them and the publishers are watching closely. It's likely their used game plan isn't set in some the most likely final solution will be MS and the publisher take a % and stores carry on as usual
