Hmm it does sound a lot like Myth. So basically, you have to make do with the units that you have in your army for every level?

No, you can train new ones, but then you spend from your recruitable people, which don't roll in very fast, so you'd better take care of what you have.
IIRC, you also have to look out for your cash, but that's secondary. However, I haven't played it for some time (it keeps telling me it needs the correct CD, even though
a)it's the bundled game for a magazine, so there SHOULD be no cd-check,
AND
b)the CD IS in the drive.)
