You buy them on DVD/Blu Ray of course.
As for what's shown on TV, standard fare stuff of course. Pokemon, Onepiece, etc., all shown early evening (and rightfully billed as children's anime). Then there's the standard NHK children's anime that have been running for years every weekday (such as Ojyaru maru).
The non-children's anime is shown late night. Perhaps from around 1:30 am. But you're lucky to find more than three or four shown a night. (In fact tonight in my region, there are 4 anime being shown. One of which is a repeat.)
Tomorrow, there are also 4. One of which is only 8 minutes in length (and is probably not what you would class anime -- anything consisting of claymation, traditional animation, CGI, etc., is simple classed as "anime" here including a lot foreign shorts).
And as they include a large number of different shows of all origins under the banner of "anime" without checking every single one, it's hard to determine which is really what you would class as anime and which is merely another form of animated short.
And naturally, you won't find OVAs shown on TV =)
