I'm looking for an old cyberpunk game but I can't remember the name of it:

You play a man who lives in a futuristic and very violent overcrowded city, so violent that murders and killings happen regularly around you. You can choose to work for different factions and perform hits on rivals, and the graphics are similar to Blade Runner (although with none of the style). It was very quick, very bloody and tough sometimes, not a classic by any means but still good fun!

Ran it off windows but it might have had DOS compatibility.

That's a description of the plot, but what kind of game was it? Shooter, Adventure, RPG? How about the graphics, was it first person, top-down, isometric, sidescrolling?
Not a lot to go on. But this takes place in a city and is cyberpunk. It's Rise of Nations sequel

Shooter, very action-packed, isometric. Some narration but not as much as say an RPG. Can't remember much about weapons/abilities, but general things were available such as guns, rocket launchers. Things like stats weren't very important. Must have come out late 90s/early noughties, graphics weren't amazing and animation was clunky but it wasn't Apogee. Most things about it were typically cyberpunk, it was basically just ridiculously violent.

I had played its demo for months! Always wanted to get the full version, but sadly never found it.
