That's not the point. It's an inneffective way of preventing someone. The other user just needs to switch his router off and on again, and he's back.

Against smart guys yap but it could work as effective as DRM against piracy; it works on a low scale. A friend won't be able to use your copy of the game. If GOG won't ban IPs at all because of your argument or accounts because of Cavalieroscuro's argument and even if no one in the giveaways bother to use any rules just simply give away using that random.org site what else is there? It's fit for fight for the scammers. They should do something. I read once or twice here that showed that you're technically adept. What would your solution be if you were on GOG's position? :)

GOG are not in a position. This is a community issue. It's about the environment we have created.
Banning IPs is probably not legal, and is certainly not sensible. You unfairly prejudice the recipient of the ip and you fail to prevent the acquirant of the new IP (is acquirant a word, just made it up - I like it).

And how can it not be legal? I'm sure a lot of forum utilize it on a daily basis and probably for less infractions than actual crimes (e.g Bioware forum where they ban people who criticize their products, see: criticize, not complain, and on Steam forum they seem to do some nasty banning as well.)

If GOG or users here do anything to prevent these douchebags from cheating for games, then GOG wont be GOG anymore. You know what I'm saying? Two things that make GOG general discussion an amazing place is the freedom for users here and tolerance towards new users here. I don't want to see this forum become like other forums.

I'm not a fan of IP bans, they are unreliable. 1) The individual should have the right to be able to defend himself against accusations, 2) Dynamically assigned, and 3) Proxies.
I'm more of a fan of a community effort against spammers, such as minimum rep or by time the account has been around to gauge a user.

This is like the movie The Thing, there is no way to know who the cheater is. It could be someone who made an account years ago with rep over 100. It doesn't make sense to only look at new users as potential cheaters. This cheater has no need to keep creating new accounts in order to have an unfair advantage over other people.

That'd be bad news bears for them, since at least GOG gifts section tells who has claimed your codes.
