Preorders will always happen. And it's not just developer support, but could also be a Day 1 Purchase Boast. Or they just have a lot of money and don't care about waiting. Or perhaps there is a preorder bonus.
By the title I thought you might mean "almost here on GOG"!

I'm wondering if the always online is a bug. A CTD is a pretty goofy DRM implementation.

I think it's a fact that most people that play games these days are 12-15 year old who (usually) don't work for their money so they don't care for DRM, day one DLC, pre ordering a game in order to get ONE costume and ONE extra weapon. That's why Activision and Ubisoft are dropping the same recycles game every year and continue to sell a million copy in 24h. Sad but true.
It appears that the game crashing when Steam loses connection may be a bug with one of the .dll files:

On a Konami related topic, one of their reps on the NeoGAF forum asks gamers to contact Konami directly in any way you can for any suggestions (like, say, bringing their games to GOG):

So far they've only wrote back to me that they'll make a note of the suggestion, I'm hopeful enough of us can make them take action. :)

Some dudes at GAF, SPUC and Twitter are claiming it is a bug. I'm not entirely sure on their explanation, though, so I'll refrain from speculating further.

It's a NeoGAF user, don't think too much of it.
meh, It's not even a real metal gear, the story is very bad but if you like games like devil may cry (the first ones) this is really the game for you

It's not a DRM, it's a bug of the DRM!
I almost got this game when it was 15 bucks. glad I had some restraint.
Whether the DRM is intentional or not, now is a good time to vote for a DRM-free version here:

Well, Konami knows about it now.

"We are aware of the offline play issue for Metal Gear Rising for Steam and are working on a fix. Please stay tuned for more updates!"

Also a Steam Post from their Social Media Associate Manager: About Playing Metal Gear Rising: Revengeance Offline.

And Jean Pierre Kellams over at Platinum is talking about it to. "OK. Getting to the bottom of offline play. It is a bug. It is not supposed to work like that. We are working on a fix and will update soon."
