This is technically untrue in the US. Though there is a time limit on reporting the incident (and it's way too short, imo) you very much can recover your cash. The law may still allow the banks to keep up a certain amount (was 50 USD, but may have been reduced or eliminated recently), but a good bank won't and most will refund 100% of funds while investigating.
