Sadly yes... The previous games in the series work in DX9. Mind, they're twice as fast under 10.

I'm a sucker for tomcat simulators that prominently feature my old squadron VF-84 Jolly Rogers. To avoid retyping I'll link to an older thread with pictures and more info if anyone is interested.
I spent many hrs. playing Fleet Defender back in those days as well.

The requirements are pretty uneven.

Lists a Dual-Core and modest video card but then asks for 4GB ram minimum? Even the min for Rage was 2GB ram and that game scales incredibly well on older hardware provided you have a DX10 card and OS.

Wish you could pilot the A6-E Intruder in this game also.

The only options when I got my laptop were XP Pro and 7 Starter, and I've heard that 7 Starter is really gimped.

Beyond not easily being able to change the desktop background, and not having the aero effects available, it isn't too bad (the planned no-more-than-three-applications-running-at-a-time restriction was dumped).

On the other hand, with those choices, I'm not sure the hardware manages DX10.

Oh, the game can still run on the machine recommended for earlier titles, provided it has DX10. Might load slower however. Nearly everyone has to take terrain detail to low in this game, since the poly count of the rocks increased tenfold.
