I really am at lost here i checked a lots of places before and around the internet, I'm sure that i played before 2000 because i moved from my old house that year and i played it there. the game may have never reached a release day maybe that is why no-one has any idea.

Please leave a post if you have any thought

Not ringing any bells, but I can throw some names out there for the hell of it.

Perhaps it might have been one of the Exiles? Kinda sounds like it actually.

Maybe take another look at Exile 3?

Almost all of the descriptions you gave fit the game very well and it was widely distributed as shareware where you could not enter some restricted zones.

If you need to just browse on Gamefaqs and look through the PC section of released games in the 90s and see if any of those game titles ring a bell.

Did looked for videos the feel of the game is just like that but it is different will DL and check em tho
