Singleplayer seems to be optional and you need the DLC. So primarily multiplayer game methinks...

What is JA Online, Mauser's post in The Bear's Pit. I seem to recall there being a few more threads about the game, but Shanga seems to have misplaced them with the last forum reshuffling.
I couldn't get the game to work back when it came out, didn't really try it. But it is first and foremost a browser game, with whatever that means.

After playing it a an hour or so, the post by Mauser is pretty much spot on...
Holy shit the rape never ends, as if poor Jagged Alliance deserved the Back in Action treatment, now this. I sure how Flashback doesn't turn out to be a huge disappointment.

JA:O is almost 2 years old as I recall, was developed and released the same time as BiA, but it seemed better. As for JA:F, it won't be a disappointment. We do have quite a few bears working with them, and FC's HQ aren't that far away. Worse case scenario, we'll pay them a visit.
So its a simplistic online version. But it looks really good to me, better than the other successors. Is steam a must? There seems to be a browser game version, is it the same thing?

I think it should be the same thing. Browser uses the Unity plugin, so I guess steam uses the very same. As for better looking, it is better looking than BiA (though that is no big accomplishment), still waiting to see how JA:F will look like.
I think Steam is only required for the single player (aka DLC) purchase, though I haven't followed JA:O after its beta.

Oh, and there were quite a few complaints about needing to buy AP rounds etc in the browser version.
