Frankly, the "European" side of the comparison doesn't exist. Every country in the EU is different, which is why it has so many problems.
As a Frenchman, I can say that on while on most of the issues represented we behaved more like the European side, there are definitely some where we behave more like the Italians.

Maybe that's more like Italy vs Germany, or Italy vs fictional EU, in any case, I saw this thing a few years ago, and laughed my lungs out (Italy is our neighbor, and we go there on vacation once or twice a year). One thing to note, and it's a big one, is that Italians are quite alright, but when their whole famiglia goes somewhere, they work like a herd that's really, REALLY loud.

....BWAHAHAHA!....I agree with the driving part, since a good friend of my family is Italian and she has nearly ran me over plenty of times.

I was in Italy (Milan) for the last 6 months, and this is so true on driving, parking, and queuing. the contrast between immigration queues in the UK and Italy is hilarious (UK = orderly snake line, people go to the desks 1 by 1; Italy = massive funnel of people rushing to the desk who glances at your documents as you go by).
The bus system was generally fairly good, but there were occurrences when two buses, same route, would show up one right after the other.
The smoking bit isn't *quite* as bad as the animation shows...

Most of the European countries I've visited are more like the italian side.
UK too in a lot of ways (except the insane driving).
I think it's more like Italy vs Germany/Belgium.
