I just found out about this place, and was hoping to finally find a service that had 11th hour and 7th guest available

a sure thing to get you really popular really fast.
Having a forum for game requests would be far more useful than the current wishlist.

No it wouldn't. GOG wouldn't be able to get any useful information from thousands of scattered forum posts.

I think it would be even better - this way the regulars can just ignore said forum and don't have to contend with the posts in the main forum.

I have to say I strongly agree with this. A separate forum for both game requests and website feedback (together in one forum, not an individual forum for each) would be awesome, rather than the scattered and constantly lost threads we have right now.
I wouldn't call the current system broken. Yes, it's a mess, but it's GOG's job to extract the useful information out of it. And if we are to believe in what they say - this is what they do.
And separate forum for game requests probably isn't a good idea.
This wouldn't change anything. The only difference would be pointing people to "games request forums" instead of the wishlist.
If people don't bother to read the sticky, I doubt they will look through available forums before posting "Can we have System Shock 2??" in General Discussion.
It also would probably be more difficult for GOG staff to find information in the said forum.
