Some time ago there was that fun "forgot to put a title and the forum went slightly bonkers" thing as well, which was followed by people realizing they could make threads named "page2" and whatnot that the forum software didn't quite like. I'm guessing this is the sequel "forgot to put a title redux: the forum has gained immunity"

Yeah, they seem to have prevented people posting topics with no titles now, but apparently naming it index is enough to confuse the software. :D
