Thank you. We should now shift our focus to settings, as you have said, many things have been tried before so we will attempt to pick off the most obscure ones first.
In the Catalyst control panel there is a setting called "Catalyst A.I.", could you make sure that "Enable Surface Format Optimisation" not ticked and that "Texture Filtering Quality" option is moved all the way to the right (it will probably say 'High Quality') and then click on apply and then try the game again after a reboot.
Catalyst A.I. changes the way your graphics card runs based on the game is running so when BG2 is running it maybe fine but issues start happen with other games such as IWD.
