Well, with this addition, I'm considering raising my previous purchase to average, just to give something back. At time of purchase, CoH was the only game I didn't already own.

This is shitty news, though it is consistent with the HIB page completely neglecting to mention whether WA is included. It's also consistent with what the retail boxes of DoW GOTY and DoW GOLD contained.

If it's impossible to actually buy WA because Steam thinks you own it even though you don't... well that's even worse.

So, it's not GOLD and you're not able to buy gold either because steam says you alredy have it.

You can still buy the Platinum Edition, which has Gold Edition and Dark Crusade in a pack, which I believe is half of the price as the Gold Edition on its own anyway. (UK, at least)

Yes, surely, THQ did this on purpose to prevent people from playing Winter Assault. For one, it's probably a screwup on Steam's side, not THQ's, after all Steam's who grants them keys. Furthermore, it's not even a day after the game got added - calm down, finish the original, it'll get fixed in the meantime.
