It's a spectacularly bad publisher.
I wouldn't call Sega a bad publisher. But I'd call that bundle just their poor attempt to gear attention towards Humble store to buy their other titles there.
The $1 is pretty good while the BTA is lame unless you are really interested in Empire Total War, but I took a chance on the hidden games being worthwhile.
The $1 is very nice if you don't hate steam, BTA is not that good unless you rly want one of this game I guess. It seems that BTA going down for now.

It's not Humble's fault, it's SEGA. None of the SEGA titles on Steam are available in Japan -- so we don't technically get access to Valkyria Chronicles, Jet Set Radio, or other nice things like that. Of course, if one were to purchase the games using an IP address from any country outside of Japan, once the games are in your library they stay there...

In any case, this is a pretty disappointing bundle. I think it would be doing a lot better if they included more retro in the BTA tier instead of trying for a "get cheap DLC, force the suckers to buy the base game at full price" approach. If they had just done a few classic DRM-Free Sonic games in the BTA and Jet Grind Radio it would likely be selling in the $5+ range. It seems like a minimal impact type of thing to throw in, but it would probably have generated a lot more interest. Also, even though Valkyria Chronicles was just released, making it a $15 purchase tier would have also likely swayed a lot of people to splurge, thus increasing the BTA and likely causing a lot of people on the fence or not considering it before to go ahead and buy it. Humble can generate some pretty massive traffic, and I think the volume from those who didn't buy Valkryia Chronicles on release would have more than made up for any lost revenues from discounting it less than 50%.

I think this is largely a fail on the part of whoever at SEGA was in charge of this promotion.

Hard to say exactly, although if I were to guess I think only the purchase page is region-restricted, and the redemption pages are not. Don't hold me to that though.
