Yeah, looks like a fancy Wiimote case. Never owned a Wii, but I think they can help you steer more effectively in racing games.

My son got one with Mario Cart a few year back, you take the rubber grip / casing off the Wiimote and it locks into the center of the steering wheel. Makes it much easier to play instead of just holding the controller and tilting it.
