It's not explicitly said as far as I recall, but judging by the setting, his attitude and mannerism/accent, I'd say probably American.

Is he evil or otherwise generally more bad than good?

/edit: removed the extra questions because too many questions too fast are a silly thing in a game like this.

Evil might be a strong term so I'll have to say no to the first question.

The answer to the second question is maybe.

I have a hard time weighting him on the morality scale so I will just say that he probably doesn't trouble himself too deeply with questions of ethics, he's definitely amoral.
