I don't know why game developers are not interested in Fallout-clone?! :)) There are a lot of ARPGs similar to Diablo, Open world games similar to GTA, and etc...

Fallout is an unique game. Brilliant and masterpiece.
Unfortunately very few games like Fallout were made because of the switch to 3D and the success of the very different IE games.

Arcanum is the closest. Planescape is probably the most Fallout-esque of the IE games.

Fallout is an unique game. Brilliant and masterpiece.
To much work. If you have the tools ready its pretty simple to have an good looking map with several spawn points for enemys, adding some random loot variables & put a few oneliners for general story progress in a fistful of NPC mouths.

But to try and simulate a virtual Pen & Paper RPG dungeonmaster as in FO1/2/Arcanum and maybe 1 or 2 other games takes massive textwriting that no toolset can lift from your shoulders.

OldFatGuy: Wasteland 2 is an obvious one because it's by Brian Fargo, the same Brian Fargo from Fallout. It has the same post nuclear war theme, and the same turn based combat, and is about as close to a Fallout clone as you'll get. Brian Fargo also did the original Wasteland.
Fargo was only the publisher of the first few Fallout. (although he did more than just publishing)
On the other hand, he was member of the original team of Wasteland 1 that inspired Fallout 1.

The people that actually created the formula of Fallout 1 were the same that made Arcanum, The Temple of Element Evil & Vampire:The Masquerade - Bloodlines.

About those who worked the most on the series (Fo1-Fo2-FoNV), just look which games were mades by Black Isles & Obsidian Entertainment. (the same crew moved from Black Isles to Obsidian)

You also might want to take a look at Shadowrun Returns and Shadowrun Dragonfall here on GOG. Despite being cyberpunk / fantasy, the game mechanics are close to Fallout, the atmosphere is excellent and the stories are quite good. Shadowrun is using a dystopian universe, so i'd say it worth at least a look.

You could also check out Neo Scavenger, its a roguelike-RPG in a post apocaliptic setting, heavy on the survival elements.

Its not on GOG though, and its not yet completed, but if you want to play a hardcore survival game set in post apocalypse, try it. You have to eat, sleep, drink, hide your tracks, you can craft stuff, track enemies etc etc etc

Its a really cool game - though not exactly like Fallout, it takes a different approach to the subject.

Of not mentioned GOG, NVN2: Mask of the Betrayer is a nice RPG with strong narrative. Actually I'm playing NVN2 dor the second time at the moment, MotB is coming next :)

Only $1.25. I'm pretty sure there is a fan patch to switch it to English, but don't have a link.

EDIT: Actually, I think this is an entirely different game and there is no English patch. My bad.

Would love to find that The Fall: Last Days of Gaia to have a look at it.

EDIT2: I don't know if this is any good but maybe those in the EU can buy it from Amazon??? (Reloaded was the final version of the game, patched, updated, and extended, but it only ever came out in German. But I thought there was an fan made English patch somewhere.

I remember the Fall. Got it retail long time ago. After installing it I left the PC only for a few moments and when I saw that my PC set my neighbours on fire, murdered their dogs and raped their homes I knew: The Fall came with Starforce.

So, be careful which version you get.

DRM-free?
They're not classed as RPGs but what about the XCom games? Excellent turn-based combat and 2 game modes - the tactical combat and the strategic overview where you manage your bases, build things and do research - the researching aspect tells a bit of a mystery story (aliens and their origin) and gives access to upgrades so those aspects feel a bit RPGish, you always use the same group of soldiers and get attached to them too!
