1.) Is mumble required to hear you? I won't be talking and don't want to install another app I won't personally use.
2.) Do I just download the new map pack, or both?
3.) What would be my expected ping if i'm in the US? I normally get 25-50 ping locally, and I don't like it when I get above 150.

No. Mumble is optional, we use the ingame VoIP mostly.
The mappack is at http://thosedamnpeanuts.com/wololo/maps.zip , it's always updated with the maps we use. It's pretty poorly packed right now (I'll clean it when I have time). You won't need to download it at all if you don't want, but it saves time when loading a custom map.
Hard to say, I'd think about 100. It's better on some days than others.

Also, would it be possible to Whitelist the playermodels/weapons/sounds? There are no exploits (that I know of, other than a louder cloaking sound) that take advantage of those files, and I would like to see my modded weapons and sounds. :)

I think we only run pure level 1 anyway. You can probably use client side textures and stuff already.

Pure level 1 is the same as level 2 except it has a whitelist. That means textures, models, sounds, and any other changes are put back to default. (or if you have models they are wiremesh)
Edit: Hey either I was wrong or you whitelisted custom models/textures. Nice. :)
