No idea actually, but I think (hope?) they will. True, the lack of announcement announcement is strange, but it's not as if they haven't head faked us before.
Or, I may be wondering about the game released tomorrow, who knows?

Every week, or every second week? Gem promos were usually on the 1st and 3rd Wednesday of the month.

So the last silent weekday on gog is gone ;-) Great news.
I think I will pick this up, to support capcom at gog if nothing else.
I love fighting games but honestly when you don't have someone in the same room with you to play against I think their replayability is very limited. That being said, that price still makes it a good buy even if it's just for a few shits and giggles.
Now everyday of the week will feature GOG goodness for me. Something to look forward to everyday, brilliant. I think though I should rename my GOG account the shelf of never ending games.

Sadly that's unlikely. The game itself only supports local offline multiplayer and AFAIK DosBox still doesn't have the functionality necessary to play this sort of game online (while some emulators for other systems already have it, so there's always hope that it will be possible some day).
