This issue has probably been addressed already, but I recently bought Arcanum and Temple of Elemental evil and they both seemed to be locked in 800x600 and consequently I can't see the top row of icons. How can I change this? There's no in-game resolution change features.

GoG don't (can't) do anything to the games they offer, if you couldn't change the resolution in the original version then you can't change it in the GoG version. GoG aren't allowed to change the code for any reason other than making it compatible with today's computers.

Having said that there are many fan patches that you can install on the games, Arcanum in particular has a resolution patch
Link to patch
Link to sticky on GoG Arcanum forum
Your best bet is to check the forums for the relevant games to see if someone has stickied a topic on mods/patches.

Just curious, but what kind of monitor do you have? The problem of things being missed off the edge seems to be very rare in PCs.

This is a common misconception. GOG never receives the source code of any game they offer unless that game was already open source to begin with. This has been confirmed by GOG staff in one of those answer videos they have in their youtube channel. So it's not that they aren't allowed to change the code but that they don't have the code.
To make games compatible with modern systems they use DOS box, SCUMVM, and other means that don't modify the game itself.
I'll look into those patches listed.

The monitor I'm currently using displays at 1920x1080, so not exactly ideal for older games, but pretty much all the GOG games I own (or have owned) seem to have the resolution locked at 800x600 which inevitably leads to headaches.
Very odd that it would miss stuff off... there may be some scaling options you can fiddle with in your video card's options or even in the monitor's own menu. Have a look in the monitor's menu to see if there's an option to do with letterboxing. If the monitor is connected via DVI there might be some thing useful in your video card options like 'maintain aspect ratio when scaling'.
There are high res mods for both games. If you search their forums, there are links for both. I have this problem too with titles that are post DOS but don't offer a windowed mode or support for different resolutions.

I have also found that in many cases DXwnd and D3Dwindower can help, though I haven't been able to get them to work for Fallout. And then I have my Ubuntu partition to run anything through WINE that the above don't solve.

It's not a TV, is it? That's the only scenario I know of that leads to bits of the image being cut off, if it's not configured correctly.
