I'm curious how they will implement these achievements.
Code them into the game? But how? It seems...strange.

False.
The Sims 3 (boxed versions) are 100% DRM-free and have an optional game client with optional achievements.
Personally, I find achievements annoying. They distract you from game play, break immersion, are often used as a crutch for badly alerting players to things that are possible in the game (rather than in a good way), are used for e-peen comparisons, and so on.
Sharing raw "x% of game complete" is acceptable (as long as it doesn't spoil the game by telling you when you're at the end/etc).

Well, it's called an achievement for a reason. Not that it means much these days, but yeah.
Working on it, but I wanted something that would motivate others instead of calling bullshit and ragequiting. It's a fine line.

No, you can't code achievements into games you don't have the source code for (except by a reverse engineering process so long and cumbersome that it's pointless to even discuss the economic feasibility of it), but for some games, the client might gain the necessary information in another way. Either by direct monitoring of the memory space used by the running instance of the game (not actually sure if this is possible or not) or by analyzing save game files.

I never want GOG to record online achievements for me EVEN IN ONLINE MULTIPLAYER GAMES. Multiplayer requiring an internet connection (in order to play with a friend) is no excuse for mandatory account-based DRM to a central server.
So when GOG says it will be "optional", you better make it "optional" even for those of us who chose to play multiplayer. There should be no trickery here about letting anything happen just because I chose to play online... my choice to play multiplayer is a choice to play with my friends, NOT a choice to accept mandatory account-based DRM.
