I rather think it is some kind of a joke. In many films/cartoons/games the main enemies are: some kind of nazi-resembling villains, some kind of soviet-resembling villains, some kind of east asia resembling enemies (e.g. North Korea, China). That is not uncommon by all means and I personally would like to think that this in no way associates all the people from the country/region with the proto-villains (if someone does it - it is his/her own problems).

Suddenly, Grandpa sprang up.
“I’ve just discovered!” he cried. “Your Mother and Mr. G— are coming after you! To this house!”
I nodded.
“But Francis never told me that!” He reached into a box marked ‘Hing-gah Hoy-ah’ and pulled the salamander out. After a hasty examination, he dropped the creature, looking horrified.
“Curses gadzooks and alas!” he cried. “It’s the wrong one!” He tried another box, this one marked ‘Boomerangs’ and came up clutching a pair of faded bell-bottoms.
“Pants again!” he cried in frustration, running over to a ty-dyed table and picking up the pink phone thereon.
“I must call someone!” he said, dialing a random number. The phone emitted a loud series of atonal shrieks before a calm female voice came on.
“I’m sorry,” the voice droned happily. “Your call is important. Please hang up and wait for one of our operators to be an invalid number.” Grandpa uttered an exclamation and threw the phone into a machine marked ‘Phone Shredder.’ The machine emitted a loud grinding noise and spat curls of plastic onto the yellow rug.
Grandpa began to pace. For minutes, neither of us spoke, each trying to think up a solution to the convoluted problem. Then, Grandpa snapped his fingers in triumph.
“I’ve got it!” he said. “This is the Psychedelic version of my house, so that means it must have the Psychedelic Digital Cucumber!” He dashed from the room and re-appeared with a ty-dyed cucumber that had a LCD readout screen.
“We’re saved!” he cried, holding the object aloft. Suddenly, the box with the red button began to beep.
“Oh no!” I said in horror. “The price of tea in China is rising!” Grandpa pursed his lips and strode over to a purple TV set on the wall.
“Let’s check,” he said, turning it on. A news program blipped onto the screen.
“This just in,” said the news announcer, holding a sheet of paper in one hand and tossing his fake hair up and down with the other. “The price of tea in China is rising.” He leaned toward the screen. “I suggest you run!”
“It is rising!” moaned Grandpa, grabbing the Psychedelic Digital Cucumber off the floor where it had fallen. “Get your violin! It’ll come in handy. Let’s get out of here!”

Re that video though, it's obviously very cute and funny, but depressing at the same time since I'm convinced that those pandas were subjected to vicious mistreatment afterwards. I spent a day at the Beijing zoo and it was one of the most depressing days of my life.
