Is there a way to gift games that weren't originally bought as a gift? I bought two games without realizing I had already gotten them on steam bundles and would like to give them to my cousin since I don't need them.

Submit a support request, only works if you have not downloaded any of the goods, and the games are still flagged NEW on your shelf.

Wait so this means if I have even so much as clicked on the game in my game library and not even downloaded anything I can't gift it?

It gets tricky. Nonetheless, contact support. They'll help you if they can.

btw, support is off on the weekend. So you'll likely not hear back until Monday or Tuesday.
