As a legal term it means he basically said they are still convicted criminals, but they don't have to stay in jail anymore.

He had money and lawyers that he used to rig the first election (which he did lose). The second election, I blame on the opposition party for not capitalizing on W's faults.

Went back to Texas and shot some people.
He's probably got a smug smile on his face that says it all: "Oh well, I got mine!"
And then he's going to make the phone call to his daddy that goes something like this :
"HAHA! I got Saddam and 8 whole years!! What do you think, Daddy? huh?!? huh?!?"
