Nice promo, but I seem to recall this getting.. not so positive reviews back when it was released.
But here it seems to be getting favorable reviews.
I guess I'll have to do a little bit of 'research' before deciding.
I really like Chris Sawyer's games....Wonder what he is up to now..

The problem was that the game was supposed to be a Transport Tycoon game but this game goes more the way of Roller Coaster Tycoon and that's why it wasn't received very well at the time.

It had a lot of balance problems. It also repeated some Transport Tycoon mistakes and added some new ones. It feels incomplete and didn't get much support after release.
I probably still won't pick this game up. It looks like Roller Coaster Tycoon with only the Scenic Railway ride and some scenery.
I remember giving up when even on the first map first time playing, I encountered some serious bugs in the way it handles the transportation network... pathfinding or something. I was VERY sad about that.

However, it's not as bad a sequel as Railroads! was.

There's always a reason.
It really isn't so bad. It wasn't ruined by bugs. There may be a few but I've never encountered anything critical. Although not too much time was put into Locomotion so I'm not too good for statistics. It's just that the engine used was RСT2. And that was a problem (have to build every section step by step and not just drag and drop). If modding community treated Loco as they did TTD, my guess it would be so much better.
Expectations were high on this. My guess - this is why critics never took it kindly. Nor did players.
But still it's pretty good. Definitely worth the 75% off price.
So to answer your question - at least to help GOG and to remember Chris's legacy. And also that is a decent game. Especially for that price.
