I've been trying to hunt down single-player, space-themed games which have building and/or economy sim as part of primary gameplay. I've also indicated, based on my limited info, the level of presence of fighting/combat in these games.

If anyone can suggest more games like these which don''t have any combat at all, then that would be awesome. But here's the list,

Conquest: Frontier Wars
combat: high

Deadlock games
combat: high

Endless Space
combat: low because easy, and/or none depending on playstyle

Fragile Alliance
combat: medium because it's easy, but can happen a lot

Maia
combat: NONE

Master of Orion 1+2
combat: high

The Last Federation
combat: low because auto-resolve battles

Sid Meier's Alpha Centauri
combat: high

Smugglers V
combat: high

Space Colony HD
combat: low

Startopia
combat: NONE, depending on playstyle.

Pax Imperia & Pax Imperia: Eminent Domain are two good lesser-known ones, though it's been so long since I played them that I don't remember much about the combat intensity/complexity.

Galactic Civilizations 1+2
Combat: I'd say medium. You need a fleet to protect yourself, and there will be combat, but it all takes place on the main map. No specific tactics screen.

Sword of the Stars 1
Combat: High. Pausable real-time 3d with individually targetable ship systems. BUT can be auto-resolved completely within less than a second if desired.

The X-series
Combat: low-high, depending on playstyle

These are not strategy games in the normal sense though, instead you fly around in your spaceship and trade. You can with time get a large fleet of ships that you order around though.

Black Market
Don't know much about this one, but it does seem to fulfill your criteria.
Astro Emporia
combat: none

This is a straightforward trader set in space, and doesn't take long to play. I suspect that if I took a few notes on price ranges, I would be a lot more successful! If I remember right, the author is a gogger named Thistler.

Eminent Domain is an AWESOME game!
One of my top 10 games of all time irrespective of genre.
Combat is about as frequent as MOO, but real time.
Pretty straightforward point & click, the main intricacies are based around the ships / weapons that you build.
Imperium Galactica 1 + 2, combat high.
Star Control 1 + 2 + 3, combat high.
Starflight 1 + 2, combat high.

this parts isnt really true, after all its a sim that lets you attack your rivals on the station with your droids, employees and if they are unlucky enough your turrets to fight over control

Spacebase DF-9 is a Sci-Fi Building Simulation, there is some combat in the game but it is not the main focus.

Distant Worlds deserves a mention, a 4X space strategy with emphasis on the supply and demand of resources.
Combat: Medium, depends a bit on playstyle/active races but wouldn't be a 4X without eXtermination after all, pausable real-time on the galaxy map.
Space Empires 4+5
Combat: high, but optionally automated. SE4 was mainly played as a multiplayer game in which players took their time to enter their turns, and combat was then resolved automatically in the inter-turn phase. Players could "program" their fleets with complex sets of tactics, including conditionals.

Distant Worlds seems very interesting, guess I've managed to overlook it due to it having relatively limited distribution. Well, until now:
Distant Worlds: Universe is the entire Distant Worlds series in one package, including the new Universe expansion which greatly improves moddability (make your own governments, research trees, resources, components, events, etc.) a new Ancient Galaxy storyline that also serves as a reference mod and performance and AI improvements.

I would say I hope to see it on GOG too, but seems pretty unlikely with that kind of base price point. :/
