I dislike what happened but isn't that a slippery slope? What if the gov't decide to make everything you say to someone carry legal weight? Even casual asides or stuff said in the heat of the moment and on only one occasion? What if a stranger walks past and says something nasty and you say "You should die/kill yourself" and they do and the law decides to arrest you? What then?

It is a great preparation for what the job market will be like.
Sure, the job market is a bit more polite, less silly with more sugarcoating, but this is what it comes down to in the end.
Also, it doesn't help that a significant portion of the teachers are idiots.
I've seen plenty of teachers do nothing about a student getting bullied and on some occasion, even reinforce the bullying.
A teacher once told a friend of mine that the grade he got (zero) was what he was worth.
Yep, teachers are people too and we need to keep a tab on them, just like any other state employee really.
Personally, I'm pro having the occasional "hidden" quality control inspector (maybe someone in their early twenties that still look like they could be teens) go in the classroom as a student and assess the teacher.
I agree the teachers also sometimes let bullying slide, or when you report it they don't believe you. IMO anyone reporting being bullied should have to go to mandatory counseling, as well as those reported for bullying.
