I've had these problems before, hell, I have an account with Microsoft technet, steam, gog, ea downloader (bleh), amazon unbox and games downloader, stardock impulse, and other non game download services. Only problems I ever had were on mp3s and EA.
Just email them and ask them to reset the activation limit. They do that so you won't go installing it everywhere. It's a damn hassle and I admit it, but the game is still there.
It's kinda obvious that a much better idea would be to make the install come back when you uninstall, but some companies don't use perfect logic. Just email them until they figure it out.
You do realize this is Microsoft you're talking about right? :P

GFW LIVE is dead. Ever since they announced it, I knew it was going to be hard to use. I haven't had problems with my copy of FO3, but I'll definitely be on the lookout. Sometimes, I wonder if it would be easy to buy a whiteboard and tally the number of times I've entered a CD key, just in case.

it's another example of poor management, microsoft made a product with excellent potential (gfwl / vista) and the proceeded to completely cock up the implementation. I seem to recall reading that the people who headed up both ventures are no longer in charge there so hopefully whoever takes over can salvage some of the potential

Anyway I solved the problem myself, I entered DoW 2 Beta key in Fallout 3 and LIVE accepted it for Fallout 3. It is so dumb but it is working like a charm. :D
