Yes, the free DLC on the store page is today's freebie. Probably the two packs right below it will be the freebies for tomorrow and the day after tomorrow.

You don't have to install the game to claim the free DLC. Just click "Install game" on the DLC store page. It won't actually install anything, but it will be added to your Account Details page. There's also a "Remove" button next to it so if you decide later you never want to play the game it appears that you can use that so that it doesn't clutter up your Steam account. The game itself seems a little too Pay-to-Win for my tastes, but I still grabbed the DLC just in case I ever get curious.

Check out this thread on the Steam discussion board. I was just able to use that method to get the Recon pack that never showed up as free for me, no idea if you're able to still get the other packs free like that. I just clicked on "No Image Available" on the top right of the SteamDB page, opened with "Steam Client Bootstrapper", and clicked cancel on the resulting install prompt. It's in my account details now.

Haaa Ghost Recon Online... Remember the very early closed beta, the netcode was bad but the community was great !

Don't have Tom Clancy myself yet though so i can't check my libary, and i dont think there is a way to just check DLC's without owning the game.

I must sound like an old man, BUT...

...first they sell you parts of a game as DLC to make more money, then they start making pre-order exclusive and platform exclusive DLC and now even temporary store exclusive FOR Hecks SAKE!!! This industry...

Not only did the last free DLC not show up, I think they just doubled their base prices.

The last free DLC didn't show up, but if you read above, you'll see that it was made available. I got it thanks to Rakuru's post.
I'm not sure if you realize, but we're talking about a microtransactions-based MMO. They don't sell any part of the game that's not available as DLC, they just unlock stuff that otherwise is unlocked through a lot of in-game credits. The only thing that's not unlockable in in-game currency are visual enhancements and those have been paid with real money since the early days of League of Legends.
