They've region locked the keys anyway so it wouldn't do you any good.

Anyone could get it (sounds like they've run out now though), but you can only play it when you've connected to Steam from a Japanese IP address. The joys of online activation eh?

Try and install it. The activation isn't registering the key, the activation is every time you play it in online mode. And presumably to play it in offline mode you need to have switched to offline mode while connected from a Japanese IP address.
