Thought I would have a stab at it as I couldn't find one myself http://angryaboutlife.blogspot.com/
Pretty fine work there, Delixe!
If there's one thing I'd recommend adding to that it's conflicts - which mods don't work with each other. That is, if any don't. If possible, any info on how best to resolve any conflicts would be nice too.

Well FWE and FOOK don't work well together I mentioned that. Sad thing is the mods that are not compatible with others are usually the ones that have been abandoned.

Yeah, those two are far too comprehensive to work together. As for inactive mods, I'd imagine that a lot of modders are waiting on Fallout New Vegas now.

Yup. The G.E.C.K is interchangable.
Thank you. I'm bookmarking this until I find a cheap F3 GOTY copy.

Nice youtube! Is that a downloadable mod or one that's in the works? The text suggested the latter.

It was a cancelled FO3 mod thats now been revived for New Vegas.

I don't know what to expect with New Vegas anymore. I kinda wish there was something about it that really got me interested in it. We'll see.

wait what? This supposed to be a good mod?
utterly horrible.
first thing that whole vat system activated off is so friggin annoying (might be part of something else, different mod)
the screen effects are idiotic (that's my opinion)
the inwater effects are dumb tough. since when being in water makes everything distorted? blurry yes but not distorted
and the fire effects is horrible too. i mean it looks like a wormhole to ninth dimension not a fire in a barre.
I also don't understand the color change when explosion happens. wtf is that all about?

Aye, I see it that way, too. Interesting on the subject of what is possible, but even further away from "realistic" then plain vanilla F3.

I just used that mod as an example of a New Vegas mod it's not my cup of tea. FOOK2 includes Fellout and the lighting mods that are what I prefer. Obsidian already said the GECK for Fallout: New Vegas will be available at launch so mods will be ported over within days of the games release.

It's basically a tech demo. So there's a lot of things in there that would be bloody awful when it comes to actually playing it like that.
But from a technical standpoint it showed a lot of things that are possible with Fallout 3's engine that didn't in any way make it into the actual game. Naturally their inclusion would have to be a lot more beneficial to the game than that stuff was, as I agree with your points, save for the explosion colour alterations, which I actually liked. But still, it was interesting to see what's possible.
