Nexusmods is the place to go for Fallout 3 mods. If you don't mind a bit of prep-work then I'll second FO3 Wanderers Edition (though I may be a bit biased because some of my mods were incorporated into it). FWE has built in menus where you can change a lot of stuff on the fly from within the game. It doesn't reduce XP but it lets you spread out the level up requirements so that you need way more XP to progress. FWE, Weapon Mod Kits and Marts Mutant Mod makeup the core mods for my Fallout 3 experience.
