Sounds great - we could pay in GOG games or through Paypal. I used to use a little exploit to pay in dollars but they closed it a few months ago and it got my credit card flagged because Valve seemed to have notified t he bank of misuse (boo) so I'm not trying that again.

I'll start off with Duke Nukem Forever: I'll pay $7 to anyone willing to gift it to me, using Paypal and $11 for Portal 2 so $18 for both. Anyone willing to help out?
People tend to just contact me directly, but if anyone needs help getting stuff that's cheap from the UK store (more often than you might think), give me a shout.

So hey, a very basic question: is it forbidden to buy games yourself after fiddling with the region (by vpn, address bar shananigans or whatnot)? Eg. New Vegas costs 4,99 Euros here, and 4,99$ in the US. Can I get banned or something if I try to, uh, get some pricing justice? Have there been cases of users being punished in any way for such things?

The simpliest way to check is game is region blocked is to check steam app ID. It's the last 5 numbers in URL. If in US and in PL these numbers are the same, it's safe to gift it between regions.

If region number is different, than you won't be able to accept the gift.

AFAIK Fallout: NV is not giftable between regions.

Yes, you will get banned.

Anyone can confirm this? I ask because i'm willing to trade 5.99$ GOG game for New Vegas.
I would also like a confirmation cause I was planing to ask for some help in getting the whole FNV package. Not only because of the price difference but also due to some DLCs not being available here.
I believe you can accept gifts from any region.
