Your link doesn't work (if I click on it, it tries to bring me back here, which it apparently can't /I only see the GOG bears renovating/, and if I copy it, falkvinge.net says me it's a 404 error).
Still, it sounds good; it'd be nice to see lawmakers doing something that's actually favourable for the common people.

IMHO it's way too early to rejoice.

Every time the European court had similar idea either the law/act/whatever was "lobby-ied" away or ended up being watered down so much that it had no impact whatsoever.
Don't expect it anytime soon. Lobbies will work hard to prevent this....
